What qualifies as saas?
Software as a service is software delivered as an ongoing service, typically accessed through a browser or API. The provider operates the application for its customers.
A downloadable starter kit helps build that service but is not itself the hosted application. Compare code licenses separately from hosting, support and usage costs.
